Why the human is the point
A publican is not a bartender with a bigger job. A publican keeps a room. They decide what the place feels like at four on a wet Tuesday and at eleven on a Friday night, who gets the quiet corner, who has had enough, whose name to use, and which regular has not been in for a fortnight and should be asked after. The pour matters too. A badly kept cellar ruins good beer, and only a person walking down those steps every morning will catch it in time. But the licence is a promise to the street outside as much as to the people inside, and that is why it is granted to a named human being. In Britain and Ireland this is still a trade you enter through training and a personal licence, then learn properly over years. No app has ever replaced the landlord who remembers you.
